(Cortlandville, NY – March 8, 2010) Trooper Brian Guernsey out of SP Homer arrested Candy L. Phillips, 47, of Cortland, NY for Petit Larceny. Ms. Phillips stole clothing and video games valued at $506.00 from Kmart. She was issued an appearance ticket to appear in the Town of Cortlandville Court on March 22, 2010.
